PCIT Detailed Release Notes

PCIT Version 6.0 Detailed Information Release Date: August 25, 2012

Detailed changes based on new development toolkit.
The following details the latest changes implemented in PCIT:
  • Titles no longer scroll on scrolling lists.
  • Scrolling list columns can be moved via drag-and-drop and sorted.
  • Calendars now allow for manual date input.
  • No longer require an extra "are you sure" click when printing reports.
  • Generally when viewing an application or certificate draft, no longer have to save first to see changes.
  • Tooltips now provided which replace help hyperlinked help. Full help is still available.
  • Overall system performance boost thanks to partial screen rendering (vs a full page refresh on every click).

PCIT Version 5.0 Detailed Information Release Date: May 21, 2011

Addition of 578 - Export Certificate for Processed Plant Products.
The following functionalities were incorporated into PCIT:
  • Applicants can now choose 578 for processed products as the desired certificate type when beginning an application.
  • Users will use existing application pages to submit applications for 578s with the addition of product pages to enter processed product information.
  • Users will be able to create 578 specific templates through Manage Application Templates or by saving as a template during the application process.
  • The same features available to 577, 579 and state certificates will be available to 578 certificates, such as printing, generating reports, reusing, and reissuing.
Implemented the archiving of attachments older than 3 months
The following functionalities were incorporated into PCIT:
  • File attachments older than three months will now be archived from PCIT.
  • The attachment age will be based on the issued date of processed applications and the submit date of non-processed applications.
  • When a file has been archived, text will display on the Attachments page to notify the user of the change.
  • The download and delete buttons will no longer display next to each attachment listing.

PCIT Version 4.7 Detailed Information Release Date: December 11, 2010

Implementation of the new reporting tool.
The following reports have been converted to use the new reporting tool:
  • Applicant Certificate Summary
  • Applications By Duty Station
  • Certificate Manifest
  • Debit Transaction
  • External Organizations
  • Federal Certificate Summary
  • Federal Fees Collected
  • Issued-Pending Certificate
  • Nursery Certificates

PCIT Version 4.0 Detailed Information Release Date: June 20, 2009

Implementation of State and County Fee collection.
The following functionalities were incorporated into PCIT:
  • Enable State and County Duty Stations the ability to collect certificate fees through PCIT.
  • Creation of a new role, State/County Financial Administrator, to set up fees and rates associated with the issuance of certificates within their state or county.
  • Enable State and County Duty Stations users to specify the fee or level of effort associated with issuing a certificate.
  • Addition of new reports and updates to existing reports associated with State and County Fee collection.

PCIT Version 3.2 Detailed Information Release Date: April 19, 2008

All Federal certificate fees are now collected when the certificate is issued.
The following functionalities were incorporated into PCIT:
  • All payments will be collected when the certificate is in Issued status.
  • New option to change the fee charged immediately after issuing the certificate.
  • Removal of payment from the Print Wizard
  • All certificates in Issued status at time of this release will be updated to Issued-Pending and processed through a special payment processing wizard.
Updates to the application creation process.
The following functionalities were incorporated into PCIT:
  • Enable user to select which Default Shipping Details to apply.
  • Increased the size of Means of conveyance and added Hand Carry to the dropdown.
  • Removed N/A from the Country list.
  • Streamlined data validation. Now dates are validated at one time, when the application is submitted.

PCIT Version 3.1 Detailed Information Release Date: February 23, 2008

Re-engineering of the application pages.
The following functionalities were incorporated into PCIT:
  • Reorganized the Application 572 screens for a more logical flow.
  • Combined export and shipping information into one page. New functionality will allow the user to update all application commodity shipping information (number and package description, and distinguishing marks) with one button click.
  • Ability to update most commodity information from a single screen.
  • Added a reference field to allow users to incorporate their own internal tracking numbers (Reporting for this available in the next release).
  • Users can now add attachments to their applications.
Addition of 579 - Phytosanitary Certificate for Reexport into PCIT.
The following functionalities were incorporated into PCIT:
  • Applicants will now choose the desired certificate type (577 for U.S. origin commodities or 579 for foreign origin commodities) when beginning an application.
  • Users will use the existing application pages to submit applications for 579s with the additional of a new page to enter foreign certificate information.
  • The same features available to 577 certificates will be available to 579 certificates, such as printing, generating reports, reusing, and reissuing.
Updates to the processing applications screens.
The following functionalities were incorporated into PCIT:
  • Ability to override inspection dates with a text field on the Inspection Details page.
  • Redesign of how to enter values for Concentration, Temperature, and Duration on the Treatment Details page.
  • Ability to add multiple countries in the TO: THE PLANT PROTECTION ORG OF block through a 'Country of Transit' button available on the Certificate Adjustment page.
  • Updates to the Fee dropdown.
  • Removed the status's of Superseded and Replaced. Both have been replaced by the Reissued status.
New features in Print Wizard.
The following functionalities were incorporated into PCIT:
  • Users can now batch print 572 applications (Application for Phytosanitary Certificate).
  • Users can now batch print 579 certificates (Phytosanitary Certificate for Reexport).
Enhancements to the reports.
The following functionalities were incorporated into PCIT:
  • Enable users who can search for applicant organizations to search by org id.
  • Updated the 575 Monthly Export Certificate Report.
  • Added the ability to filter out inactive organizations from a report.
Miscellaneous fixes.
The following functionalities were incorporated into PCIT:
  • State ACO's can create external organization 'shell' accounts.
  • Provide a message to internal users of certificates that have not been put into Printed status after a certain period of time.
  • Allow Pay.gov transactions of up to $25,000.
  • Allow AE's to recall applications they are processing after submission.

PCIT Version 2.5.2 Detailed Information

The concept of manual payments have changed.
The following functionalities were incorporated into PCIT:
  • A manual payment is simply an indication to the processing duty station that a check or money order should have been provided by the applicant to the duty station chosen in the application 572.
  • The duty station must deposit the manual payment (check or money order) into the applicant's pre-purchase account prior to processing the application.
  • All applications processed by a duty station will therefore pull funds from the applicant's pre-purchase account only.
Applications require external applicants (Industry Organizations) to be listed as the applicant.
The following functionalities were incorporated into PCIT:
  • All 572 applications processed by a Federal duty station must have an external applicant (Industry Organization) listed as the applicant.
  • Federal duty stations can no longer be listed as the applicant.
  • Any pending Work in Progress applications where a Federal duty station is listed as the applicant will be updated to a blank applicant. The duty station will still have access to these Work in Progress applications and will be able to search for and select an applicant.
ACOs can change certificate fees after a certificate is in Printed status.
The following functionalities were incorporated into PCIT:
  • ACOs can change certificate fees on Printed certificates by accessing View Certificates, searching for the certificate, and choosing Update.
  • The fee change will impact the balance of the applicant's pre-purchase account, by either adding or subtracting funds.
  • A message is sent to the applicant organization when a Printed certificate fee is changed.

PCIT Version 2.5 Detailed Information

Integration of USDA eAuthentication to provide system access.
The following functionalities were incorporated into PCIT:
  • Accept eAuthentication, a unique credential for each user.
  • Maintain PCIT organization paradigm by implementing an initial access ID and password that will be used to connect a user to an organization.
  • Accept certain biographical information available from eAuthentication.
Integration with Pay.gov for certificate payment processing.
The following functionalities were incorporated into PCIT:
  • Accept and process user payments with Pay.gov.
  • Enable the establishment of a user debit account.
  • Provide for the tracking of manual payments.
  • Provide for tracking of the payments for paper Federal Phytosanitary Certificates using an organization debit account.
Enhanced Report generation with additional reports.
The following functionalities were incorporated into PCIT:
  • Enable users to select the report output format (HTML, PDF and limited XML).
  • Provide for standard (canned) reports.
  • Authorize access to reports based on user roles and purview.

  • APHIS Form 94 - Records of Public Funds Received
  • Applications by Duty Station Report
  • Commodity Quantity Report
  • Debit Transaction Report
  • Duty Station Certificate Data Report
  • External Organizations Report
  • Federal Fees Collected Report

  • Interagency Certificates Report

Introduction of the print wizard for easier certificate printing.
The following functionalities were incorporated into PCIT:
  • Enable internal users and authorized entity applicants, based on role and purview, to select and print multiple original certificates at one time.
  • Enable all users, based on role and purview, to select and print multiple certificate copies at one time.
Incorporation of the ACO accreditation process for the creation and maintenance of ACO training credentials.
The following functionalities were incorporated into PCIT:
  • Support the nomination and vetting of ACO candidates.
  • Maintain testing dates and pass/fail results.
  • Track certifications about to expire or notify responsible parties when his/her ACOs need to be recertified.
